U.S. Consulates are offices in foreign countries that serve as an extension of the U.S. Government in that country. Whalers pulling into foreign ports would report to the U.S. Consulate, giving them information such as how much oil they had on board, the number of deaths of American seamen, and any desertions that may have taken place.
